This is not political, it's reality:

There are 3 key levels for planning strategy/approval

  1. GOVERNMENT: Sets targets and overall policy
  2. LOCAL AUTHORITY (North Lincs Council): Aligns with Government policy & local issues
  3. Town Council (Barton upon Humber): Can comment, but has limited powers

That's basic the basic pecking order. The Local Authority will normally decide on a planning application
If there are problems and appeals, it may even go to the Secretary of State for Housing, Communities & Local Government for a decision

  • (Google "Jenrick appeals" - interesting!)


Ultimately, the Government has both the initial overall say and (if necessary) the final say
The Local Authority and Town Council are cogs in the wheel
